Delivering Connected Care for Canadians

With increasing pressure on our healthcare system and the rapid digitization of daily life, establishing a with the growing strain on our health care system and the digitization of everyday life, the implementation of a pan-Canadian health data ecosystem must be a priority.
This will drive improvements in health care delivery and patient outcomes by making personal health information readily accessible to patients and physicians. It will also increase the availability of aggregated health data for socially beneficial research, which will facilitate the development of the next generation of life-saving treatments. Unfortunately, Canada currently lags global peers, with much of Canadians’ health information locked across various electronic medical records systems that are not interoperable or accessible.
The Pan-Canadian Health Data Strategy and Interoperability Roadmap have created the vision for a made-in-Canada solution, and progress is being made with Ottawa also asking provinces and territories to improve how health information is collected, shared, used and reported as a condition to receive federal health care funding. In June 2024, the Minister of Health then tabled the Connected Care for Canadians Act, which will prevent data blocking by ensuring the interoperability of health information technologies.
But more progress is needed, and faster. As discussed at last November’s discussion hosted by the Canadian Chamber, Accelerating Canada’s Health Data Ecosystem, there is a cost to inaction. The longer we delay the implementation of a pan-Canadian health data system, the longer we accept a less efficient health care system and worse health outcomes.
This year’s event will bring together federal and provincial government officials and industry representatives, to discuss how we can accelerate the delivery of connected care for Canadians by overcoming jurisdictional barriers and encouraging public-private partnerships.

Hon. Mark Holland
Minister of Health

The Honourable Mark Holland was first elected as the Member of Parliament for Ajax in 2004 and served until 2011. He was re-elected in 2015, 2019, and 2021. He is currently serving his sixth term.
A lifelong resident of the Ajax-Pickering area, Minister Holland has served his community for over 20 years. He was elected as a Durham Regional Councillor, serving from 1997 to 2004. He also served as Acting Mayor of Pickering. During his time on council, he focused on the redevelopment of the Pickering waterfront, youth employment, and environmental issues.
As a Member of Parliament, Minister Holland has served as Leader of the Government in the House of Commons, as Chief Government Whip, as Parliamentary Secretary to the Minister of Public Safety and Emergency Preparedness, and as Parliamentary Secretary to the Minister of Democratic Institutions. He has been a staunch advocate of marriage equality rights, and played a key role in helping to reform Canada’s animal cruelty laws.
In both public and private roles, Minister Holland has backed health-related initiatives. He served as Executive Director of the Heart and Stroke Foundation of Canada’s Ontario Mission, as well as its National Director of Children and Youth, and helped to secure funding for Grandview Children’s Centre’s future Ajax location.

Dr. Anderson Chuck

Dr. Chuck has over 20 years of experience leading large-scale initiatives that leverage data to develop actionable strategies and improve health systems. Most recently, he served as Chief Health Economist at Alberta Health Services (AHS) where he worked closely with the Ministry of Health, health delivery leaders, clinicians and other system stakeholders in shaping the strategy for health system transformation, sustainability, financial performance and value. He also led the introduction of value-based decision making to guide AHS’s resource allocation priorities – a big job in a health authority with a budget of about $18 billion.
Dr. Chuck has a Master of Public Health and a Doctor of Philosophy from the School of Public Health at the University of Alberta. He has published numerous articles in scientific journals and has expertise in areas of health economic evaluation, decision analytic modeling, clinical epidemiology, health technology assessment, knowledge translation, health financing, health funding, patient reported outcome measures, health system benchmarking and value-based decision frameworks.

Green led the organization through the successful development and rollout of PrescribeIT®, Canada’s e-prescribing service. First introduced in 2017, PrescribeIT® now enables millions of Canadians to have their prescriptions sent electronically — and securely — to their pharmacy of choice.
Currently, Green is leading Infoway’s development of the Shared Pan-Canadian Interoperability Roadmap, which articulates strategies toward a modernized connected care system by improving access to data at the point of care, ensuring patient access to their own health information, and improving coordination and collaboration across care settings.
Green’s expertise and leadership have earned him recognition both nationally and internationally. He is a sought-after speaker on the topics of digital health and interoperability, and he has received honours for his contributions to health care.

Brigitte Nolet
President and CEO, Roche Canada

Brigitte Nolet is President & CEO for Roche Canada Pharma. In this role, she is responsible for the growth and success of the Canadian Pharmaceuticals Division, as it aligns to the company’s goals of providing novel healthcare solutions to Canadians. She leads a diverse team of nearly 2,000 employees from Roche’s Canadian Pharmaceutical headquarters in Mississauga, Ontario, which is home to five different areas of Roche’s business: Commercial, Informatics, Pharma Technical Operations, Procurement, and Product Development.
Brigitte has held a number of progressive leadership roles within Roche, locally and globally, since joining the company in 2006. These include Director of Government Affairs and Health Policy for Specialty Care at Roche Canada; Head of the Global Health Policy team; Integrated Franchise Leader for the rare diseases franchise at Roche UK; and most recently as General Manager for Roche Belgium and Luxembourg.
In her various leadership roles, Brigitte has worked with patient groups; established a global policy function; supported the evolution of Roche’s work with Global Health Institutions like the World Bank and the World Health Organization; represented the company on numerous global and local trade association committees; led Roche’s early participation on the industry NCD Access Initiative to bring oncology medicines to low and lower middle income countries; and supported multiple product launches.
Brigitte also maintains an external focus with key communities. In 2023, she was elected Vice Chair, Board of Directors of Innovative Medicines Canada (IMC), and is currently serving as ad interim Chair, where she works alongside innovative member companies to improve access to all innovative medicines and vaccines for Canadians and represent the industry to support research-driven and more resilient health systems. Brigitte is a board member of BIOTECanada and is also a member of the Healthcare Businesswomen’s Association’s partner advisory board.
From 2018 – 2022, Brigitte was an active member on the Board of Directors for pharma.be, which is Belgium’s pharmaceutical trade association, where she contributed to the renewal of the board’s priorities with a focus on long term healthcare evolutions. She also served as Chair of the Communications Taskforce at pharma.be.
Before joining Roche, Brigitte was Vice President of Federal Government Affairs and Federal/Provincial/Territorial Issues for Canada’s Research-Based Pharmaceutical Companies (Rx&D). Prior to that, she was Director of Communications for the Honourable Jane Stewart, Minister of Human Resources Development Canada (HRDC), a Communications Advisor to the Honourable Pierre Pettigrew of HRDC, and press secretary to the Minister of the Environment, Christine Stewart. She also served on two federal election campaigns, including supporting then Canadian Prime Minister, Jean Chrétien, during the 2000 federal election.
A native of Welland, Ontario, Canada, Brigitte holds a degree in English Rhetoric and Professional Writing, a degree in Social Development Studies from the School of Social Work, and a minor in Women’s Studies from the University of Waterloo.
Dr. Lyle Oberg

Dr. Lyle Oberg has a long history of providing public service to Albertans.
Born and raised in Forestburg, Alberta, Dr. Oberg completed his Doctorate of Medicine at the University of Alberta in 1983. He stayed in rural Alberta, beginning his medical practice in Cold Lake, and then moving to Brooks. During that time, he performed surgery, anesthesia, emergency medicine and obstetrics.
In 1993, he ran for public office and was elected as the MLA for Bow Valley. Dr. Oberg served as an MLA for 15 years and held numerous posts, most notably as the Minister of Social Services, Minister of Learning, Minister of Infrastructure and Transportation, and Minister of Finance.
Dr. Oberg is also an Honorary Chief of Treaty 7, an honor that was given to him for his work in Indigenous education. Dr. Oberg is a former Board Member of the TSX listed Olympia Trust and CareRx, a present Board Member of Yorkville Asset Management, Toronto; Eyam Vaccines and Immunotherapeutics, Vancouver; and Promethean Biopharma, Sydney, Australia. He is also Vice Chairman of Vancouver Premier College.
He and his wife Evelyn have four adult children and nine grandchildren. He enjoys hunting, boating and home renovation projects.
Elizabeth Toller
Director General, Health Care Strategies, Health Canada

Elizabeth Toller is seasoned policy and public sector leader within the Government of Canada with a passion for health issues. As the Director General of Health Care Strategies at Health Canada, she facilitates pan-Canadian collaboration on shared health priorities, including the Government’s Working Together to Improve Health Care for Canadians Plan.
Previously, as Executive Director of Digital Health and Primary Care within the Health Care Strategies Directorate, Elizabeth and her team worked with provinces and territories to improve access to family health services and modernize the health system with health data and digital tools. Her team was key in advancing collaboration on connected care through better health data interoperability.
Elizabeth has also led initiatives at Health Canada’s Health Product and Food Branch, driving regulatory changes for food and drugs to support innovation and safety. She has held policy roles in various federal departments, including Immigration, Refugees, and Citizenship Canada, and the Privy Council Office. Outside of work, she is a mother of two and enjoys exercise and gardening.
Christine Sham

She has had an important role in shaping and leading digital health strategy in the Ministry of Health for nearly two decades.
