Delivering Connected Care for Canadians

With increasing pressure on our healthcare system and the rapid digitization of daily life, establishing a with the growing strain on our health care system and the digitization of everyday life, the implementation of a pan-Canadian health data ecosystem must be a priority.

This will drive improvements in health care delivery and patient outcomes by making personal health information readily accessible to patients and physicians. It will also increase the availability of aggregated health data for socially beneficial research, which will facilitate the development of the next generation of life-saving treatments. Unfortunately, Canada currently lags global peers, with much of Canadians’ health information locked across various electronic medical records systems that are not interoperable or accessible. 

The Pan-Canadian Health Data Strategy and Interoperability Roadmap have created the vision for a made-in-Canada solution, and progress is being made with Ottawa also asking provinces and territories to improve how health information is collected, shared, used and reported as a condition to receive federal health care funding. In June 2024, the Minister of Health then tabled the Connected Care for Canadians Act, which will prevent data blocking by ensuring the interoperability of health information technologies. 

But more progress is needed, and faster. As discussed at last November’s discussion hosted by the Canadian Chamber, Accelerating Canada’s Health Data Ecosystemthere is a cost to inaction. The longer we delay the implementation of a pan-Canadian health data system, the longer we accept a less efficient health care system and worse health outcomes. 

This year’s event will bring together federal and provincial government officials and industry representatives, to discuss how we can accelerate the delivery of connected care for Canadians by overcoming jurisdictional barriers and encouraging public-private partnerships.

Julie Couture a obtenu un baccalauréat en biochimie de l’Université Laval avant d’entreprendre des études de maitrise et de doctorat en immunologie à l’Université de Sherbrooke. Elle a ensuite complété un MBA en gestion pharmaceutique à l’Université Laval. Son parcours professionnel lui a permis d’évoluer dans l’industrie biopharmaceutique, en recherche universitaire, dans le réseau de la santé et des services sociaux ainsi qu’au gouvernement du Québec. Depuis octobre 2020, elle est directrice de la recherche au ministère de la Santé et des Services sociaux. Elle est actuellement membre des conseils d’administration de CATALIS Québec et du Fonds de recherche du Québec – Santé en plus de participer aux comités de gouvernance de plusieurs initiatives dont Médicaments Québec et la Biobanque BQC-19.

Mariève Doucet détient un doctorat en médecine expérimentale de l’université Laval. Elle a travaillé plusieurs années à l’Institut national de santé publique du Québec (INSPQ) où elle a développé un système de surveillance des maladies respiratoires basé sur le jumelage de plusieurs banques de données médico-administratives. Depuis 2019, elle occupe des fonctions à la direction de la recherche au ministère de la Santé et des Services sociaux et récemment un poste de coordonnatrice de la recherche des dossiers reliés aux services de santé et de valorisation des données. Notamment, elle est responsable des dossiers sur l’accès, l’organisation, la gestion et la valorisation des données de santé à des fins de recherche. Au cours des années, elle a diversifié son expertise en devenant responsable de dossiers reliés à la recherche et l’innovation concernant la santé numérique et l’intelligence artificielle. De son implication dans plusieurs dossiers stratégiques, elle a contribué activement au développement des orientations du secteur de la recherche de la Loi sur les renseignements de santé et des services sociaux (LRSSS)1 et du futur écosystème de l’accès aux données pour la recherche qui est vigueur depuis le mois de juillet 2024.
